 4 cups water
 10 cloves of garlic
 1 tablespoon achiote
 ¼ teaspoon cumin
 ¼ teaspoon oregano
 1 small onion, quartered
 1 tablespoon salt
 ¾ teaspoon pepper

Put all ingredients in a pot.

Simmer over medium heat for 1 hour.

Serve in slices with onion sauce.
